What it is

A standard, a protection, and a credential.

An independent standard

DLCc is a framework, not a regulator. It defines what a compliant private cannabis club looks like in South Africa and certifies venues that meet that definition.

A member protection mechanism

Certification exists to protect members of cannabis clubs from operators who run informally, unsafely, or non-compliantly. The seal tells a member the venue has been independently assessed.

A commercial credential

A DLCc certificate gives landlords, banks, insurers, and commercial partners a single document to assess venue compliance against, in a sector where consistent standards are otherwise absent.

Verified, member-only access. No walk-ins, no informal admission, no transactional access by non-members.

Credit-based exchange

All value movement runs through a structured, auditable credit system. No cash-and-carry trading.

Member identity, transaction, and attendance data is protected and never broadcast or exposed.

04 — Process

Documented operations

Every operational process runs against an approved Standard Operating Procedure. No reliance on individual memory or discretion.

05 — Premises

Premises standards

The venue is calm, controlled, professional, and physically appropriate for a private members' environment.

06 — Conduct

Staff conduct

Staff operate to a defined code of conduct. Rules are enforced consistently and without emotional discretion.

07 — Remediation

Breach handling

Every operational breach is classified, documented, investigated, and remediated through a defined process — with outcomes recorded and reviewed.

How certification works

Four steps, from application to ongoing review.

Application

A venue submits an application detailing its membership model, premises, and operational structure.

Inspection

A DLCc commissioner conducts an independent on-site inspection against the Down Low Certified Compliance Guidelines.

03

Certification

A venue that passes inspection is issued a Down Low Certified certificate referencing the current Constitution and Guidelines.

04

Ongoing review

Certification is reviewed periodically. Compliance is a continuing condition, not a one-time grant.

The register

Every certificate is auditable.

Each Down Low Certified certificate references the specific venue, the inspecting commissioner, the date of inspection, and the version of the Constitution and Compliance Guidelines against which the venue was assessed. Every cert carries a QR code that resolves to its public register entry.
